Public administration / digital services / data protection
The Law on Electronic Government governs the use of information and communication technology by state administration, local government and other bodies exercising public powers. It concerns electronic working methods, communication with individuals and legal entities and management of data. It does not independently establish every substantive entitlement sought through a digital service.
The law connects electronic services, official registers and data exchange between competent bodies. Duties to obtain and use information within the legal framework do not give an authority unlimited access to a person’s data. Personal-data protection, information security and rules governing the particular procedure still apply. The Office for IT and eGovernment plays an important infrastructure and development role; the authority responsible for the particular matter decides the entitlement.
An individual can check whether an electronic service exists, how identification works, which information and attachments are required and how documents or notifications are received. Retain the submission receipt, case reference, electronic notices and delivered decision. Check the service’s conditions and official guidance, especially where a specified form of electronic identification or signature is needed. These checks help distinguish a completed application from an unfinished technical step.
The presence of an online portal does not mean every administrative matter can be completed entirely online. Special legislation may require another step or provide an exception. A technical failure is not automatically a decision rejecting an application. Complaints about conduct, appeals against decisions and remedies for administrative silence require identification of the relevant procedure and responsible body. Open public data do not include every personal or confidential record.
The basic law appeared in Official Gazette RS 27/2018 and has applied since 14 April 2018, according to the Office’s official presentation. Use the specific Legal Information System text and check the current implementing regulations listed on the official eGovernment legislation page.
