Youth / social participation / youth policy

Serbia’s Law on Youth establishes the framework for supporting young people’s organisation, social activity and youth policy. It links the public interest in the youth sector with the planning and delivery of programmes. Its purpose is to bring young people’s needs and participation into institutional work and organised activities, beyond occasional individual initiatives.

The law concerns young people, youth associations and associations working for young people, their federations, youth offices and public authorities responsible for support. These roles differ. An association conducts activities and may participate in programmes under the relevant conditions, while an authority plans support, announces calls and monitors public funding within its responsibilities. The national ministry responsible is the Ministry of Tourism and Youth; local government also has an important role.

In practical terms, the law helps young people organise collective activity, understand youth programmes and follow public calls. Before submitting an application, check eligible applicants, registration requirements, programme objectives, documentation and funding conditions. Records concerning associations may be relevant to a particular call. Keep the published invitation, application and decision: eligibility and any available remedy depend on the actual procedure.

The law does not grant an identical cash allowance to every young person or automatic funding to every association. Support operates through statutory mechanisms and specific programmes, within available resources. Education, employment, healthcare and social protection are also governed by other legislation. A request in one of those areas requires examination of the relevant special law; participation in a youth activity does not itself change a person’s legal status elsewhere.

The Ministry’s official catalogue confirms Official Gazette of the Republic of Serbia 50/2011 and a change made by another law in 116/2022.
