Media / audio and audiovisual services
Serbia’s Law on Electronic Media establishes the framework for audio and audiovisual media services. It governs the Regulatory Authority for Electronic Media (REM), authorisations and registration, programme duties, protection of minors, advertising, pluralism and certain video-sharing platforms. The service type and its legal connection to Serbia matter when determining coverage.
Viewers and listeners can understand programme standards and when they may approach the regulator. Providers can examine operating conditions and responsibility for content. Every website or personal account should not be treated as a television broadcaster. REM regulates electronic media; its functions differ from RATEL’s communications role and from courts protecting individual rights.
Record the provider, programme, broadcasting time and particular content prompting your concern. Keep accessible information and explain whether the issue concerns minors, advertising, incitement to hatred or another programme duty. Check REM’s procedure and jurisdiction over the service. A regulatory complaint does not automatically replace a compensation claim, privacy protection or a court remedy.
The current law is Official Gazette 92/2023, amended by 51/2025. It replaced the previous 83/2014 law and amendments. The 2025 change affects REM, the prohibition of incitement to hatred and specified programme content, so outdated definitions and prohibitions should not be copied uncritically. Transitional provisions concern particular institutional and registration matters and implementing acts. The specific Legal Information System source, official ministry and REM catalogues and enacted parliamentary texts enable verification. For actual content, also examine public-information rules, data protection and other relevant rights rather than assuming this law resolves every media dispute.
